Key Accountabilities and Responsibilities:
1/ Ensure that all operations in area of responsibility are executed in a safe and efficient manner in accordance with the HSES Management System and procedures
2/ Provide support to all departments to encourage and assist in continuous improvement in HSES performance
Prepare, review and update operations specific safety, health and environmental related procedures and directives in order to enhance the installation’s capabilities in HSES Management and Emergency Response
Conduct periodic workplace inspections and audits, provide feedback and identify and close out any corrective actions arising from these inspections an audits
Register incident, audit and inspection findings & track actions
3/ Provide input into weekly and monthly performance reports produced by the onshore HSES team
Support proactive monitoring systems to support Line Supervision in ensuring operations compliance with HSES policies and procedures
Manage the ACT card programme, identifying and reporting trends and improvement needs
4/ Ensure that HSES audit findings and recommendations are acted upon and closed out appropriately.
Provide input to Risk Assessment activities and review
Support team in the investigation, reporting and analysis of incidents
5/ Promote continual improvement by challenging HSE systems, standards and practices to identify opportunities for improvement
Work with the onshore HSES Team and Offshore Medics to ensure that adequate occupational health measures are in place
Attend and participate in safety meetings
6/ Actively assist/conduct:
– Site Inductions
– Site Based Audit & Inspection Programme
– Site Based Training
– Synergi Administration
– HSES programme
7/ Assist in the development and delivery of HSES campaign/training material
Undertake any other task as assigned from time to time by the OIM and HSES specialist onshore
Support site specific HSES Improvement Plans
Support the campaign HSES plan and promote Company’s expectations with regard to environment protection
8/ Coordinate all offshore emergency drills and exercises
Coordinate all accident and incident investigations and monitoring of implementation of remedial actions
Ensure consistency in application of safety and environmental policies and procedures
Foster offshore awareness of safety and environmental impact on platform risk
Coordinate industrial hygiene activities
Planning, coordination and communication of related activities across the offshore team
Major Challenges
• Aging Facility / equipment
• Converted FPSO – Marine & Utility Systems constructed to different standards
• HSE / Design / Procedures driven by Standards
• High Number of Contractors working on board. 40% to 50% of POB
Qualifications
• University Degree or higher Degree
• Professional qualifications relevant for position
• Training courses relevant for position
• NEBOSH IGC or NEBOSH Oil & Gas Safety Certificate is preferred
Candidate Profile (include Skills & Experience, Attributes, Behaviours)
Skills / Experience:
• At least 5 years’ experience in offshore facilities as HSES Officer position
• FPSO experience is preferred
• Strong communication skills with both written and spoken English
• Experience with personnel training and competence
• Extensive experience in implementing environmental management system ISO 14001 standard and Occupational Safety system ISO 45001
Knowledge (e.g. systems, software, procedures, regulations):
• Knowledge of Company policies and procedures as well as industry and regulatory codes relating to the function
